Nomura Seiroku (1916–1995) was born in Yamanashi Prefecture in 1916 under the family name Ishihara. In 1933 he moved to Tokyo and enrolled in the night division of the Kawabata Art School, later completing its specialized course while supporting himself through various jobs as he refined his artistic practice.
In 1943 he was conscripted into the Imperial Japanese Navy, during which time he married and took the surname Nomura. Following his discharge in 1949, he began working as an illustrator for novels, and from 1952 contributed illustrations and essays to the cultural pages of the Yamanashi Nichinichi Shimbun. That same year he became affiliated with the Shin-Ko Art Institute, submitting works annually until 1958.
In the years that followed, Nomura Seiroku established himself through numerous solo exhibitions, particularly in Tokyo. His career reached a significant milestone in 1975 when he was awarded the Grand Prize at the 1st Japan–France Contemporary Art Exhibition, affirming his position as an important figure in postwar Japanese art.
